In a recent Journal of Commerce article, Mark Szakonyi states,

“Carriers speaking through the Ocean Carrier Equipment Management Association, or OCEMA, have stated they will not hold shippers responsible for the tare weight of the container in the event the VGM is deemed to be different from the actual weight and the difference can be traced to an inaccurate tare weight.

But some shippers say that does not go far enough. They say, for example, that some exporters will refuse to authorize the signature of an individual representing the company on the VGM when they are attesting to the weight of the container.”
