Baltimore port hopes rail fix will improve access to Midwest

The Port of Baltimore is hoping a $425 million fix to a low-slung freight tunnel that has for years prevented the use of double-stack freight trains will help jump-start a surge in business by giving shippers better access to the Midwest and make it more competitive with the ports of New York and New Jersey and Virginia.
