Clarification – Quota entries, FTZ (type 06) and TIB (type 23)

CSMS 16-000306 was issued to remind filers that all Quota entries, regardless of entry type, must be filed in ACS. All Quota entries will be transitioned to ACE on the same date in the summer, 2016.

Foreign Trade Zone (type 06) entries and Temporary Importation Bond entries (type 23) that include quota merchandise must continue to be filed in ACS until the transition date for all quote entries in ACE.

Temporary Importation Bond entry summaries (type 23) have been mandatory to be filed in ACE since March 31, 2016, with the exception of quota merchandise. Temporary Importation Bond entries (type 23) will be mandatory on May 28, 2016, with the exception of quota merchandise.

Foreign Trade Zone (type 06) entries and entry summaries will be mandatory on May 28, 2016, with the exception of quota merchandise.

Once CBP determines the specific summer, 2016 mandatory date for Quota entry types to transition to ACE, entries types 06 and 23 with quota merchandise will be included in that transition.
