The trucking association teamed up with two private sector organizations to secure the equipment from chassis leasing companies and to provide an online system through which motor carriers will make reservations for chassis. The ports of LA and Long Beach, began to experience chassis issues about one year ago when shipping lines stopped supplying chassis to truckers and cargo interests. Problems developed almost overnight. Truckers complained that some terminals were short of chassis while others were flush, and that they wasted valuable time on split moves, delivering a container to one facility and the chassis to another. The problems intensified during labor slowdowns associated with coastwide longshore contract negotiations.
