Trusted Trader, ACE, Centers of Excellence, CTPAT Among Topics of COAC Meeting

U.S. Customs and Border Protection has announced that the Commercial Customs Operations Advisory Committee will hold an open meeting April 27 in Washington, D.C. Members of the public who plan to attend the meeting in person should register here, and those who plan to participate via webinar should register here, no later than April 22.

The agenda for the upcoming meeting includes the following:

• The Trade Enforcement and Revenue Collection Subcommittee will discuss progress on prior recommendations, the Intellectual Property Rights Working Group, the Bond Working Group and recommendations from the Antidumping and Countervailing Duty Working Group.

• The Trusted Trader Subcommittee will discuss its vision for an enhanced trusted trader concept that includes engagement with CBP to include relevant partner government agencies, with a potential for international interoperability.

• The Trade Modernization Subcommittee will provide an update on areas it has identified for CBP’s Centers of Excellence and Expertise to develop uniform policies, processes and strategies, with consideration of an industry-focused and account-based approach. The subcommittee will also discuss the progress of the International Engagement and Trade Facilitation Working Group, which is identifying examples of best practices in the U.S. and abroad that facilitate trade and could be applied globally. The subcommittee will also discuss the formation of a Role of the Broker Working Group to provide updated recommendations for revising 19 CFR 111.

• The One U.S. Government Subcommittee will discuss the progress of the Automated Commercial Environment single window efforts and CBP will respond to previous recommendations and suggestions.

• The Exports Subcommittee will discuss the progress of the air, ocean and rail manifest pilots and the beginning of work planned for the truck manifest sub-workgroup. The Post-Departure Filing workgroup will discuss the results of its planned table top exercise.

• The Global Supply Chain Subcommittee will review and discuss recommendations related to the Pipeline Working Group and provide an update on pilot discussions with industry. In addition, the subcommittee will report on the startup of the Customs-Trade Partnership Against Terrorism Working Group that will be reviewing and developing recommendations to update the CTPAT minimum security criteria.
